ATS25 Max Decoder II - Driver install failed

I have tried and failed to install the driver for the ATS25 Max Decoder II.

Once downloaded i have tried the std and 64bit version to install. I moved the 64bit version into the folder with the .inf and both versions fail to install

I have even copied the .inf file to the windows folder and installed the .inf there but cannot get any further.

Please can somebody guide me as to how i may get this installed as I wish to program the device with memory channels

How do you use Windows? Does system protection prevent the installation? In W10, the protection must be turned off
